India slams China for objecting to US envoy’s Arunachal visit
NEW DELHI, Oct 24: Rebuffing China for objecting to US Ambassador Richard Verma's recent visit to Arunachal Pradesh, India today said there was "nothing unusual" about his trip to a state which is an integral part of the country.
"The US Ambassador visited Arunachal Pradesh, a state which is an integral part of the country to which he is accredited. There is nothing unusual in it," External Affairs Ministry Spokesperson Vikas Swarup said here.
Taking exception to the visit by Verma, China said it was firmly opposed to it and that any interference by Washington in the Sino-India boundary dispute will make it "more complicated" and "disturb" hard won peace at the border.
Chinese Foreign Ministry spokesman Lu Kang also asked the US to desist from interfering in the India-China border dispute while referring to Verma's October 22 tour to Tawang at the invitation of Arunachal Pradesh Chief Minister Pema Khandu.
"We have also noted that the place visited by senior US diplomatic official is a disputed region between China and India. We are firmly opposed to his visit," he said.
China claims Arunachal Pradesh as part of southern Tibet and routinely protests visits by Indian leaders, foreign officials as well as the Dalai Lama to the area. PTI
Teachers to go ahead with pen down strike
DM invokes "No work no pay" policy
ITANAGAR, Oct 24: The District Magistrate (DM), Capital Complex has declared the seven days pen down strike by SSA teachers with support from ATA and RMSA teachers as "Illegal" within its jurisdiction. On the other hand, the teaching fraternity has decided to continue the strike as proposed.
The Pen Down strike by SSA teachers, which began on Monday in protest against non-fulfillment of their various demands, will also be joined by the regular teachers represented by ATA and RMSA in the last two days of the stir on October 28 and 29.
The DM in an order directed the Capital Complex DDSE that no strike period salary would be paid to the agitating SSA and RMSA teachers, who skip duties on those days.
"The pen down days during the strike from October 24 would be treated as 'No working days' for those, who skip duty," the order said, and invoked the provision of "No work No pay" against all the agitating SSA teachers.
"Further, the two days strike by regular teachers under the banner of ATA on October 28 and 29 will be treated as absent from duty and the two days will be deducted from his/her EL/CL accounts," the order said.
"Further, two days' salaries to regular teachers will not be released until the period of 'absence' (as declared) is regularized to CL/EL by the competent authority."
Meanwhile, the administrative and other officers under the establishment of the Deputy Commissioner, Itanagar Capital Complex inspected various schools of the Capital Complex on Monday.
The officials inspected each school to check whether the teachers were performing their duties or not.
Later, they submitted a report in this regard to the DC which has been further forwarded to the state Government for taking stern action against the agitators.
During the visit, some schools were found to be completely closed to which the DC informed that stern action will be taken against the erring headmasters.
In the meantime, ATA in a press statement informed that it has decided to continue with the strike as proposed. The decision was taken by ATA in an emergency meeting with AASSATA and ARMSATA executive members.
The meeting criticized the Government order issued by the Secretary (Education) on October 23 declaring the strike as illegal, and termed it a move to suppress the voice of aggrieved employees of a democratic state.
ATA demanded a tangible mechanism for early rdressal of the 13-point unified demands and grievances of teaching fraternity failing which the teachers' association has threatened to launch indefinite pen and tool down strike immediately after the completion of the ongoing strike.
RGU student commits suicide; XVII Uni-Fest postponed for a day

ITANAGAR, Oct 24: The three-day XVII Uni-Fest 2016 - an inter-department festival of Rajiv Gandhi University Rono Hills Doimukh, has been postponed after MA first semester student identified as Miss Aning Gao (22) was found hanging in her room B2, Pare Halls of Residence (Women) this morning.
Education Minister Honchun Ngandam who supposed to inaugurate the festival on Monday, had to return after the RGU Vice Chancellor, Prof. Tamo Mibang declared half-holiday and postponed the three-day inter-departmental festival in honour of the departed soul.
Doimukh Police informed The Arunachal Times that prima-facie suggested late Aning has committed suicide as she reportedly left suicide note citing her constant bad health was the reason for decision to end her life.
"We got information around 9:30 in the morning about the incident; however incident might occur in late night" said Techi Rukh OC Doimukh.
"We found one-page suicide note from her room wherein she wrote to her parents and cited her constant bad health as the reason for ending her life" OC added. The police sources further informed that the post mortem could not be conducted due to protest from the parents. The body was later handed over to her parents.
An unnatural death case has been registered with Doimukh Police Station case no. 7/16 U/S 174 CrPC and the case is under investigation, police informed.
Late Aning Gao belongs to Pasighat in East Siang district, she was a Gold Medallist in B.A. Sociology (2015-16 Session).
Saddened by the death of bright student, the University fraternity has condoled the untimely demise of late Aning Gao.
Education Minister Honchun Ngandam, RGU Vice Chancellor Prof. Tamo Mibang and Registrar Prof. Rachob Taba along with the entire University community observed two-minute silence and prayed for eternal peace of the departed soul.
Later in the evening, the students, teaching and non-teaching community of RGU conducted a candlelight prayer for Late Aning Gao. (with input from RGU)
Would leave no stone unturned to make Arunachal a sought after destination: Abraham
TAWANG, Oct 24: Bollywood actor and Ambassador for Arunachal Tourism, John Abraham has said that he would leave no stone unturned to make the Arunachal Pradesh one of the most sought after destinations in the world.
Abraham who was in Tawang to attend the last day of Tawang Festival visited Tawang War Memorial before leaving the district. He laid wreath in honour of the soldiers. The actor while hailing the spirit of the martyrs who sacrificed their life fighting for the cause of nation during the 1962 Indo-Sino War called for oneness amongst all.

Anjaw gearing up for bye-election
HAYULIANG, Oct 24: Anjaw Deputy Commissioner cum DEO, Mamata Riba said that the preparations for free and fair bye-election in 45 Hayuliang Assembly Constituency are going on in full swing. The DEO has directed all the government officers and officials to report back to their respective posting places in view of the by-election scheduled to be held on Nov 19. Riba was addressing the representatives of different political parties and officers concerned who have been appointed as Sector Magistrates and Nodal Officers in a meeting here on Monday. She further said that the training for polling teams including Presiding Officers, Polling Officers, Sector Magistrates and Micro Observers will be imparted at Hawai and Hayuliang on Oct 27,28 and Nov 7,8 ,15 respectively.
During the meeting, ADC-cum-ARO, Kego Jilen and Anjaw Project Director, Mito Dirchi imparted basic information on Model Code of Conduct and appealed all concerned to carry out their assigned responsibilities on time with sincerity.
There are 81 polling stations in the lone assembly constituency in the district. The Bye-election is announced to fill up the vacant post of late Kaliko Pul. The counting will be done on Nov. 22 next.
Siang DA cautions shopkeepers, hoteliers against illegalities
PANGIN, Oct 24: Siang District Administration has cautioned the shopkeepers and hoteliers to refrain themselves from illegal selling of liquor (IMFL), tobacco and its products and gambling activities.
The district administration along with ABK (women wing) members of Rottung unit and police carried out an unannounced checking drive in all shops and hotels in Kebang circle and seized substantial quantities of tobacco and its products from several shops.
The team headed by Executive Magistrate Dr. Rani Mibang and ASI T Pabin raided 10 such shops and inspected for illegal sale of IMFL and other banned substances and gambling activities.
The inspection was conducted at the directive of District Magistrate Rahul Singh to check illegalities like selling of IMFL, tobacco and gambling in shops and hotels.
The local administration informed that such intensive checking drives would continue in the whole of the district.

Awareness prog. on Mother & Child health conducted
ITANAGAR, Oct 22: An awareness campaign on Health & Family Welfare schemes of GoI on Mother & Child Health and Mission Indradhanush was organized by Directorate of Field Publicity, Along and Seppa units at Geku Community Hall, Upper Siang recently.
The awareness programme began with a public rally wherein students, PRI members, health workers, teachers, GBs and general public took part.
A healthy baby show-cum-health camp was also organized in which over 45 children within the age group of 0 to 3 years were examined.
Later, during a public meeting organized jointly by the district administration, health department, women & child development, education department and general public, CHC Geku MO (Homeo), Dr. Gamken Romin appealed to the pregnant women to enroll their names in health centers to avail facilities provided by the GoI. He also advised the participating pregnant women to keep reasonable gap between two children to ensure better health.
Geku ICDS official, Oyi Panging, CHC Geku, MO incharge, Dr. Gedo Kamchi, Sije ASM, Alokong Millo, Upper Geku ASM, Alak Panayang, Along-Unit FPO, Mibom Basar also spoke on the occasion.
Minister inaugurates school
ANINI, Oct 24: Minister for Veterinary, Fisheries, Dairy development and Animal Husbandry and Sports and Youth Affairs, Rajesh Tacho inaugurated a Government Secondary School at Etalin during his two-day long tour to Etalin Circle under Dibang Valley on Oct 20 and 21 last.
While addressing the huge gathering of public and students and teachers, Tacho advised the students to respect their teachers and elders and work hard to achieve their goals. He also instructed the school authorities to regularly maintain the school building to prevent damages and keep strict vigil upon any encroachment of the school land.
On the same day a public meeting was organized at Rekho Etalin wherein the Minister assured to look into various public grievances like; procurement of X-ray machine, restarting of community information centre, upgradation of Angulin Mini Hydel from 50 kw to 200 kw, immediate approval of land acquired for EHEPCL pending before Government at different stages, purchase of vehicle for electrical department at Etalin, posting of subject teachers, and establishing a library with books etc.
He further informed that the state government has taken up issues like establishment of sports schools and colleges, outdoor and indoor play ground etc.
Dibang Valley DC, Tamune Miso also appealed to the general public to cooperate with the highway construction company for early completion of work.
The Minister accompanied by DC, SP, ZPMs and other PRI member, HoDs and senior leaders from Anini also visited Malinye, the last village of Etalin Circle and Athrunli Residential School and interacted with students, SMC and teachers. (DIPRO)
Jummi Combats FC Bene through to the final
BEMFT- 2016
AALO, Oct 24: Jummi Combats FC Bene entered into the final of Binga Ete Memorial Football Tournament, 2016 defeating SFS FC 3-0 in the first semifinal at Aalo general ground here on Monday.
Jummi Combats took the lead through Toni Ragyor within 20 minutes of the match.
Joken Ete doubled the lead in the 39th minute before Thomas Ering netted the third goal in 42nd minute.
Jummi Combats remained undefeated in the league level as the team beat FC Tadin 1-0, Kabu SC 3-0, Kugi Ao 4-0 and Puakgumin YC 4-1 goals to enter the quarterfinal.
The team beat Gotu TK Darka 1-0 in the quarter-final.
The second semi-final will held between MAE FC and Kabu SC on Tuesday.
The final will be played on October 27.
Saving for a rainy day

My neighbour Mrs. Shuya has a habit of updating her passbook every week. The clerk in her branch let her bypass other customers every Monday morning. She took voluntary retirement from govt service eight years back, and since then running a Girls hostel successfully on the ground floor, and living on first floor with her dog Pricy. With no immediate liabilities and in her sixties, she takes great comfort in her fat bank balance.
Believe me she is not the only one! Sometimes it almost astounds me to learn how much money a middle class citizen stock up in their saving bank account.
"What a waste!"
Hearing this, my friend John asked "What do you mean?"
"You know like alcohol money has a bad habit!"
"Please talk straight...what do you want to say?"
"It evaporates in thin air!"
"Meaning?"
"A loosely fit perfume bottle will evaporate in time! You should know how it keep it, moreover where to keep it!"
"Yes I know, but how money will evaporate? And she's keeping it in a bank. It is safe there, isn't it?"
Asked my nervous friend, again.
Money has an enemy! And it is an inherent one. It is called inflation!
So if the Inflation is at 8 per cent and your bank is giving you 4 per cent, you are still going down at 4 per cent. So in effect if you put Rs. 100 in a savings account and after a year your actual value is

Inflation: -8
Value in reality 96
(After a year)
So keeping a large chunk of your money in a simple saving account is not a very ideal preposition. On a contrary it is loss making. Then why do you need a savings account for? Use this account to perk your money temporarily, before deciding on a better avenue to invest in. Also there is a thumb rule about how much one needs to keep in a savings account. The thumb rule says, to keep 3 to 6 months expenses in your saving account, but no more. And then you shall call it Emergency Fund.
As life teaches you to expect the unexpected, this fund should be utilized for any emergency purpose only. Say your refrigerator brakes down, or your maid's husband is sick and you want to help, than dig in to this coffer. But refrain from using this fund from paying regular expenses like children's school fees or groceries.
Tips to build your Emergency Fund:
* Keep aside 3 to 6 months expenses as Emergency fund
* If your income is regular and secure, than 3 months is good enough
* If your income is not regular and also if you have more liabilities than increase the fund value to 6 months expenses.
In real Emergencies, cash is king. Therefore keep 1/3 of the fund value in cash in your home in a secured place earmarking it as E.F. and tell responsible members of your family about it and the purpose.
You don't need a separate bank account for E.F. Say your household expenses is Rs. 10,000 and the required minimum balance in your account is 5,000, than your balance in your saving account should be Rs. 25,000 at any given time and cash in home is Rs. 10,000.

Python rescued
ITANAGAR, Oct 24: An Indian Python (Python morulus) was rescued by Chongkham Police on October 23 and handed it over to RFO of Miao Wildlife Range under Namdapha National Park next day for rehabilitation.
Chowkham RFO Keto Basar while appreciating Inspector Thomas Pertin and his team for the rescue appealed to the people of the state and Chowkham in particular to refrain from any kind of illegal capturing and killing of wild animal.
Pasighat branch Vijaya Bank adopts a girl child

PASIGHAT, Oct 24: Extending its corporate social responsibility arm, the Pasighat branch of Vijaya Bank adopted a local girl child on the bank's 86th Foundation Day on October 21.
The adopted girl will annually get a financial assistance of Rs. 5000 until she completes her graduation, said SK Sinha, Senior Manager of the bank branch.
While speaking about various issues like installation of new ATM booth at JNC campus, financial awareness on FD, RD and vigilance etc, Sinha appealed to the loan defaulters to repay their loan amounts on time failing which the bank will be left with no other options but to take legal measures for recovery of loans.

‘Make pay structure uniform’
ITANAGAR, Oct 24: The Arunachal Pradesh Panchayati Raj Contractual Employees' Association (APPRCEA) has called for uniformity in pay structure of contractual staffs engaged in the directorate office and in districts.
Neither the department is following uniformity in disbursing monthly honorarium to the contractual employees nor is seniority being maintained for the incumbent holding the same post, it informed in its representation submitted to the chief secretary.
The association also demanded enhancement of salary on seniority basis.
Training for Aadhaar enrolment operators
YUPIA, Oct 24: Aadhaar enrolment operators from Papum Pare, Itanagar Capital Complex, Kurung Kumey and Lower Subansiri districts attended a training programme organized by the Aadhaar team at ZPC conference hall here on Monday.
Addressing the participants, Papum Pare DC, Tai Kaye highlighted the importance of Aadhaar and its timely implementation so that there should not be stagnation as in the past.
Resource persons from RO UIDAI, Ranchi including senior system administrator, Rakesh Kumar and application analyst, Pronabesh Dutta imparted training on correct Aadhaar enrolment and operators on boarding process.
Earlier, Deputy Director, General RO, UIDAI, Guwahati, Kuldeep Pegu in his address called upon the trainees to take advantage of training and said that effort should be made to enroll every individual including children.

Swachta Pakhwada organised by KVK Changlang
CHANGLANG, Oct 24: A cleanliness drive Swachhta Pakhwada under Swachh Bharat Mission was organised by KVK Changlang at Honkap and Kovin villages respectively on Monday.
The KVKV staff constructed and demonstrated low cost Vermicompost units in each village with 5000 number of earthworms in each unit. Later the Programme coordinator of the Kendra, Dr. Narendra Kumar described about the usage of the low cost vermi compost unit and its benefits to the villagers. He asked them to avoid depositing of plastic materials in the unit as it cannot be decomposed by the earthworm.
Action against policemen sought
ITANAGAR, Oct 24: Claiming that ASI Tam Talam along with seven other police personnel haven't joined their posting place, Tali outpost, even after four months of transfer, the All Tali Area Students' Union (ATASU) has sought disciplinary action against them.
In its representation to the DIG, it further demanded full-fledged posting of police battalion at the outpost saying that at present it only has three police men which is further hampering the law and order problem of both Tali as well as Pipsorang circles.
10th Itanagar pastoral range annual fellowship 2016 held
ITANAGAR, Oct 24: More than 500 believers from six churches of Itanagar pastoral range under Nyishi Baptist Church Council (NBCC) participated in the 10th Itanagar pastoral range annual fellowship 2016 held from October 21 to 23 last.
Various cultural, games and sports and literary competitions marked the three-day event.
AAPLU's reminder to CM
ITANAGAR, Oct 24: The All Arunachal Pradesh Labour Union (AAPLU) has claimed that the legitimate benefits the labourers/workers have to get are not provided from Arunachal Pradesh Building & Other Construction Workers' Welfare Board (APB&OCWWB).
'As need basis, welfare board is not implementing the scheme as per guidelines and execution of awareness campaign wherever needed is neglected and are being executed at their own convenience and interest,' it said in its memorandum cum reminder to the chief minister about its earlier placed grievances for the welfare of the worker class in the state.
The union further claimed that the dedicated labourers serving in PHE & WS division Likabali neither have their job regularized nor terminated or they have been awarded volunteer retirement scheme (VRS), while some workers with their links to high profile people have their jobs regularized after rendering service for less than 10 years which is violation of the service rules.

Construct a new stadium
The just concluded Dr T Ao memorial football tournament has managed to capture the attention of whole state. Massive crowd regularly turned up to witness the fascinating game of football. Even when the host Arunachal was not playing, the crowd swelled Rajiv Gandhi Stadium located at Naharlagun. There was huge demand for ticket and many had to return home as they could not enter stadium due to lack of seats.
Even though Arunachal went down to Manipur in semifinal, huge crowd attended the final played between Sikkim and Manipur. The quality of football witnessed was of very high standard. Although it's a regional tournament, the standard of football was quite remarkable. It shows that North East is truly blessed with talented budding footballers. Massive turnout of crowd shows that football is gaining popularity in the state. It's time government of Arunachal plan for constructing a bigger football stadium in Itanagar which can accommodate more crowds. Rajiv Gandhi Stadium can hardly fill in around two thousand spectator. Government should construct a stadium which can accommodate atleast twenty thousand people. The stadium should be of international standard and fitted with state of art facilities.

There should be no politics while recruiting manpower for these two departments. Education is the backbone of society and a nation’s wealth is fully dependent on how literate and educated the citizens are. And regarding health, it is the first priority of every nation.
There is a famous saying which says, "Wealth is lost something is lost but when Health is lost everything is lost". Therefore as per as possible we should recruit genuine candidate on merit basis for better future of society, state and nation.

Waiting for result
Dear Editor,
With humble respect, I would like to inform that walk in interview for the post of RO, UDC, LDC etc under Arunachal Pradesh Building and Other Construction Workers Welfare Board was conducted on September 20, 2016. But till now result has not been declared yet. For unemployed youth it doesn't matter whether it is 6 month contract job. We are always searching for the job. But when we appear for interview and keep waiting for the results, it really pains us. Every morning we read newspaper to check the result. We appeal concern authority to declare result at the earliest.
